Workers Councils, formed to initiate and maintain collective bargaining, resolve grievances, and even occasionally to engage actively in plant management, have been established in most of the industrialized nations of the world. This is the first comprehensive examination of these representative organizations, using models from both sides of the iron curtain. Basing his conclusions on extensive field work, the author presents a systematic comparison of these institutions and other various procedures and simultaneously furnishes insights into the entire operation of the industrial relations systems.
